PCR description

This entry in the PCR library refers to version 1.3.4 of PCR 2019:14, which expires 2025-06-20. There is a separate entry for version 2.0.0.

Separate entries are needed for versions 1.3.4 and 2.0.0 because of the EPD Compiler, which currently supports version 1.3.4 but not yet version 2.0.0.

Version 2.0.0 of this PCR was published 2025-04-07. This version complies with the General Programme Instructions (GPI) version 5.0.1, the latest versions of the ECO Platform standards (published December 2024), and EN 15941 (published in 2024).

There is a transition period until 2025-06-20 under which version 2.0.0 as well as version 1.3.4 (and 1.3.3 and 1.3.2, see below) are applicable.

We recommend using the newest version of the PCR.

Updated verification report and EPD template will be published within a month of the publication of version 2.0.0. Also the EPD Compiler will soon be updated to support version 2.0.0.

Versions 1.3.3 and 1.3.4 did not include any changes in requirements compared to version 1.3.2, and these versions are therefore fully aligned. As such, EPDs verified after 2024-03-01 may still refer to version 1.3.2 or 1.3.3 of the PCR.

This document serves as Product Category Rules (PCR) for Construction products. It aims to be the main way to develop and register EPDs in the International EPD System, compliant with the European standard EN 15804:2012+A2:2019/AC:2021 (Sustainability of construction works - Environmental product declarations - Core rules for the product category of construction products).

This PCR allows for an EPD to be produced either:

  • directly using this PCR, or
  • using this PCR document together with one or several c-PCR(s).

The following c-PCRs currently exist, and shall be used in addition to this document for the relevant product categories:

Additional c-PCRs are currently under development and adoption.

After the publication of version 2.0.0 of PCR 2019:14 on 2025-04-07, the validity periods of the c-PCRs will be updated. For c-PCRs developed within the International EPD System, the validity will be set until five years from its original publication date. For adopted c-PCRs, the validity PCR will be set in accordance with the validity of the original, adopted PCR document. EN standards have no validity, so the validity periods of c-PCRs based on EN standards will continue to be defined by the validity period of the main PCR. These updates may take a few weeks.

Note: old sub-PCRs, under PCR 2012:01, cannot be used under PCR 2019:14.
