This PCR is being updated. The open consultation took place from 2024-10-03 until 2024-11-28. After the open consultation, the draft PCR is being updated based on the comments received. After this it will be reviewed. The new version (v2.0.0) is expected to be published in March or April 2025.
The updating process was initiated 2024-04-30. This is a large update to prolong the validity with another 4 or 5 years.
The main aim of this update is to comply with General Programme Instructions (GPI) version 5.0.0 (recently published), the next versions of the ECO Platform standards (to be published late 2024), and EN 15941 (recently published).
Upon initiation of the PCR updating process, a minor update of the current version was done to prolong its validity with six months, until 2025-06-20. This means there will be a transition period until 2025-06-20 under which both version 1.3.X and version 2.0.0 are applicable.
In addition to the prolonged validity period, version 1.3.4 opens up for declaring environmental performance results based on location-based electricity modelling as additional results.This was done to answer a market need for comparability of EPDs following different electricity modelling approaches. Read more in Section 5.4.5 of the PCR.
Versions 1.3.3 and 1.3.4 do not include any changes in requirements compared to version 1.3.2, and these versions are therefore fully aligned. As such, EPDs verified after 2024-03-01 may still refer to version 1.3.2 or 1.3.3 of the PCR.
Version 1.3.2 included mainly editorial changes and clarifications, but also a few changes in requirements due to ECO Platform decisions. Therefore, versions 1.3.1 was valid in parallel to version 1.3.2 during a transition period that ended 2024-02-29.
One added requirement of version 1.3.2 took immediate effect for all applicable versions of PCR 2019:14 (i.e., also for EPDs based on v1.2.5 and v1.3.1) as of 2023-12-18 16:00 CET. This concerns the rule that free assignment of contractual instruments for electricity within an entity (e.g., a manufacturing site), producing several products and covered by a single electricity contract, is no longer allowed. The immediate effect of this rule is to comply with ECO Platform requirements. The date and time of when this rule took immediate effect, is based on when the rule was communicated to ECO Platform members (2023-12-15) plus a few days to update this text in the PCR Library.
We recommend using the newest version of the PCR.

This document serves as Product Category Rules (PCR) for Construction products. It aims to be the main way to develop and register EPDs in the International EPD System, compliant with the European standard EN 15804:2012+A2:2019/AC:2021 (Sustainability of construction works - Environmental product declarations - Core rules for the product category of construction products).
This PCR allows for an EPD to be produced either:

Note: old sub-PCRs, under PCR 2012:01, cannot be used under PCR 2019:14.
