PCR published: Corrugated paper and paperboard

PCR Corrugated paper and paperboard

A new Product Category Rule (PCR) document has been published in the International EPD® System, covering UN CPC 32151 Corrugated paper and paperboard.

The PCR was developed by TÜV Rheinland Energy and Environment GmbH (Testing, Inspection and Certification Company) in Cooperation with Prowell GmbH & Co. KG.

The PCR may now be used to create and register certified Environmental Product Declarations in the International EPD® System.

Sustainable platform for EU building sector officially launched

ECO Platform is a newly launched EU initiative to strengthen sustainability work of eleven member states in the field of construction. Founding President is Sven-Olof Ryding, also founder of the International EPD® System.

"ECO Platform may strengthen the European construction industry in becoming more competitive in a global market that demands sustainable production," says Sven-Olof Ryding, Founding President of the ECO Platform, and Managing Director at the Swedish Environmental Management Council, the programme operator of the International EPD® System.

According to a new EU directive for the construction industry (CPD - Construction Product Directive) and a new European standard - EN 15804 - the companies in the construction sector must provide comparable environmental information. Information on product sustainability performance is used e.g. in public procurement.

ECO Platform has the objective to ensure that information about a product's environmental and sustainability performance complies with the new EU standard to avoid possible trade disputes. The organisation was officially established at a meeting in Brussels recently as part of the EU-wide trade association CEMPC in Brussels (now called CPE - Construction Product Europe).

Call for PCR moderators to update expired PCRs to new Programme Instructions

Following publication of the new General Programme Instructions, existing PCRs will be updated to comply with these new rules as they go through the updating phase.

For PCRs that are about to expire or have already expired, the Secretariat would like to make a call for existing PCR moderators to initiate an update to comply with the new rules. Please contact the Secretariat to announce the update on www.environdec.com.

If a PCR does not have an appointed PCR Moderator, any interested party may send a request to the Secretariat to take on this task (pcr@environdec.com).

General Programme Instructions 2.0

The General Programme Instructions for the International EPD® System, which include a framework for publishing environmental declarations, have  been updated. The previous version was published in 2008 and developments in the field have pushed for an updated version.

Possibility to express interest in PCR product categories

Last year, 19 PCRs were published in the International EPD® System and another 27 are currently being developed. The PCRs are categorized into the following general product categories (click to see a list of PCR in each category):

Agriculture, forestry and fishery products
Ores, minerales, stone, etc
Energy and water
Food and beverages, etc
Textile, leather and furniture, etc
Wood and paper
Rubber, plastics, glass and, chemicals
Machinery, appliances and other equipment
Transport equipment and services
Constructions, construction products and construction services

Many organizations working with LCA and EPDs are more interested in certain product categories than others, which is why the International EPD® System offers a way to stay up to date on new PCRs being available for open consultation.

Contact the Secretariat at pcr@environdec.com and express what product categories you are interested in. You will then be added to the e-mail list that receives all invitations for open consultations within that product category. As all assistance provided by the Secretariat in PCR development, this is a completely free service.

New employee at the Secretariat

Kristian Jelse has joined the secretariat of the International EPD System. Kristian will coordinate and manage the PCR development within the EPD System. Kristian previously worked as a LCA consultant and researcher. Kristian can be contacted on kristian@environdec.com.

Updated EPD from Axpo

Wildegg-Brugg run-of-river Power Plant

Axpo has updated the EPD for electricity from Wildegg-Brugg run-of-river Power Plant. The declared product is 1 kilowatt hour (kWh) net electricity generated in Wildegg-Brugg run-of-river power plant and thereafter distributed to a customer connected to the Axpo network during the reference year 2011/2012.

Cooperation with IBU

The cooperation between SEMCo and IBU was officially launched on January 17 at the annual German construction trade fair BAU 2013 in Munich, at which the management from the two organizations signed the mutual recognition agreement.

The Swedish Environmental Management Council (SEMCo), the program operator for the International EPD® System and the German organization IBU (Institut Bauen und Umwelt e.V.) has agreed on a mutal recognition regarding their programmes for environmental declarations.

"This collaboration, in which we mutually recognize each programmes for EPDs in the construction sector, is now official. We are delighted to offer this expanded service to our clients ", says Sven-Olof Ryding, CEO of SEMCo

"EPDs in the construction sector will become increasingly important with the standard EN 15804 as well as the requirements on environmental information to obtain the CE label on construction products" says Joakim Thornéus, responsible for the international EPD® System.

Currently, there are available EPDs registered from more than 100 organizations in 18 countries around the world in the International EPD® system. These include most of the major product groups - including construction products.

IBU is a driving force in matters of EPD on construction products and has led the work on the development of European Standard EN 15804. IBU's business is dedicated to providing its members help to develop and register EPDs for construction products in accordance with the new EU rules.

For interested organizations within the construction sector, the International EPD® System and IBU now offer the possibility to expand the market for their EPDs and label the declaration with the logotypes of both organizations.
