Product Category Rules shall be prepared in an open and participatory process either by:

• companies and organisations in co-operation with other parties, such as branch- and interest organisations,
• institutions involving LCA experts in close cooperation with companies or branch- and interest organisations, or by
• single companies or organisations.

Developing PCR is a procedure including a staged approach with the following elements:

1. Initiation phase
2. Preparation phase
3. Consultation phase
4. Approval and publication phase
5. Updating phase
